Knowing that the monoliths would require accordance with the Local Plan, the Business Development people contacted the Planning people.
It's worth noting at this point (May 2019) that although the Paignton Neighbourhood Plan had been through the public referendum (and overwhelmingly supported by the people of Paignton), it had not been officially adopted by the Council (yet).
Presumably, the planning officer did not consider it necessary to consult in any way with the Neighbourhood Forum. It wouldn't be a legal document for another three weeks, so why bother?
