About the Forum


Alongside the Local Plan produced by Torbay Council, the Paignton Neighbourhood Plan sets out the views of the community on the location of further development used to decide any future planning applications in our area.

We are a group of more than 400 dedicated volunteers from all parts of Paignton who worked very hard to produce the new style Neighbourhood Plan covering Paignton town centre and the related communities in the surrounding areas.

Our communities have taken up this exciting opportunity to shape our own future and guide the development that will take place in our area over the period to 2030. We submitted the Plan to the Council in August 2017.  The Independent Examination was completed in November 2018 when it was agreed unanimously by the Council the Neighbourhood Plan produced by the community could proceed to Referendum. The Neighbourhood Plan received a 'Yes' approval from the Referendum vote held on 2 May 2019 and was 'made' (adopted) by the Council on 19 June 2019.

The Forum has commenced monitoring implementation of the Plan to ensure the aims and objectives set by our community in the Neighbourhood Plan are being achieved.
